Il Consolato Generale degli Stati Uniti d’America a Milano intende individuare operatori economici interessati a svolgere servizi di manutenzione ordinaria in immobili residenziali.

L'Ufficio Acquisti del Consolato Generale degli Stati Uniti d'America a Milano è interessato ad individuare operatori economici che svolgano servizi di manutenzione ordinaria residenziale di immobili locati in Milano (centro storico, Citylife, San Siro).
A tal fine il Consolato terrà un incontro preliminare presso la propria sede il prossimo giovedì 17 aprile alle ore 10:00 per la cui partecipazione è richiesta una preventiva registrazione entro le ore 17:00 di lunedì 14 aprile.
Il successivo termine finale per la presentazione delle offerte è previsto per il giorno venerdì 16 maggio, ore 12:00.
La procedura di selezione verrà condotta esclusivamente in lingua inglese.

PRE-PROPOSAL CONFERENCE
The U.S. Consulate in Milan intends to conduct a pre-proposal conference at our headquarters. The pre-proposal conference will be held on April 17, 2025, at 10:00 a.m., local time at the U.S. Consulate in Milan, Italy - Via Principe Amedeo, 2/10, 20121 Milano. Companies are required to register to attend the pre-proposal conference by sending an email to: MilanGSO-MaintenanceDL@state.gov + CC: MilanGSO-ProcurementDL@state.gov by April 14, 2025, at 5:00 p.m., local time (CEST) to arrange entry to the building. Immediately, following this conference, there will be a site visit at a Consulate leased residence. This residence is approximately 5 minutes from the Consulate and the specific address will be provided at the pre-quotation conference.
Attendees shall arrive for the site visit 20 minutes prior to the appointed time at the U.S. Consulate General Milan, Via Principe Amedeo 2/10, 20121 Milano.
Attendees’ names together with a scan of a photo ID e.g. passport, national identification card, or driving licenses and cell phone number of their company's representatives to MilanGSO-MaintenanceDL@state.gov, no later than Monday April 14, 2025, at 17:00 hours - Central European Summer Time (CEST). Please use subject line “Registration to pre-proposal conference – Residential make-ready”.
Only two (2) representatives per company are allowed to attend.
Admittance to the site visit cannot be guaranteed unless the Government receives your registration by the set due date.
This information must be provided in order to ensure access to the venue and arrange for oversight for the attendees. No substitutes or additional persons may attend the site visit. Attendees are requested to carry their photo ID along with them for validation. Without photo ID, attendees will not be allowed to participate in the site visit.
Cell phones, recording devices, and cameras are prohibited within the Government compound. Any photos of areas you request will be coordinated with the Government team and will be provided after the site visit.
SUBMISSION OF OFFERS
All interested offerors must be registered in the SAM (System for Award Management) Database https://www.sam.gov PRIOR to submitting an offer pursuant to FAR provision 52.204-7. Therefore, prospective offerors are encouraged to start their sam.gov registration immediately and prior to the submittal of quotation.
If you would like to submit quotation, follow the instructions in Section L of the solicitation, complete the required portions of the related document(s), and submit it to the address shown on the Standard Form SF-1449, also published in SAM.GOV.
The U.S. Government intends to award a contract to the responsible company submitting a lowest price technically acceptable offer (LPTA). We intend to award a contract based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
Offers should be submitted - ELECTRONICALLY ONLY - TO MILANGSO-OFFERS@STATE.GOV NO LATER THAN 12:00 o’clock, local time (CEST) on May 16, 2025 – TITLE: ”191T5225Q0004 –Make Ready Residential Services”.
No proposals will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.
It is important to make sure the submission is made in specific size and format; in MS Office, .PDF, or ZIP formats. Please do NOT send your offer via Cloud storage, DropBox, Google Drive, or other formats, because they will not be received.
The file size mut not exceed 25MB. If the file size should exceed the 25MB, the submission must be made in separate files and attached to separate emails with less than 25MB each.
In order for a proposal to be considered, you must also complete and submit the following:
- SF-1442 form
- Section B, Pricing
- Section K Representations and Certifications
- Additional information as required in Section L
- Proof of completed SAM.GOV Registration of your company
- Signed DEI Certification Letter, as required by E.O. 14173
- Instead, the submission of OVQ- Overseas Vetting Questionnaire form will be requested only to the awarded contractor.
